Do you need to sign up to payoneer like you do with PayPal? Is it possible to pay with a Visa or MasterCard?

If I recall correctly, did not have to sign up to payoneer, clicked on the email link and paid with Visa Card. Paypal was not an option.
Received an email receipt from Payoneer and then verification from Smart Helix requesting postal details

I dont think so, because I received an email to pay through payoneer but would happily vouch for Smart Helix customer service, communication and shipping times.
