OK, so if the old powerhouse formulas have been weakened by ingredient bans (or diluting), are there any modern (as in can be bought new now) powerhouse sillage monster colognes that can be recommended (especially chypre and fougere)?

..but they are still good, just not as subtle and 'refined'. For example, the modern Rabbane still has similar notes and still better than the rubbish - [insert celebrity name here] coming out of the States. I've added a 100mL bottle of modern Paco Rabanne EdT to the formative PCTB3 so folks can try it on for themselves.
