Generic travel/ladies razor I would suggest.
Will it take a standard blade or does it use proprietary ones?
 
From its size, looks like a knock-off of the Gillette Travel Tech. There were a lot of imitators out there after the success of the Gillette models.
 
Or it could just be a toy / Christmas cracker prize!
 
I was thinking it too small to shave with. But I am not knowledgeable by any stretch of the word.

ok so mystery solved. it's a 1930"s travel razor specifically targeted towards women's rail travel.

it came in a baker lite case or a small leather pouch and it requires it's own mini blades
