I think that's more likely to blunt rather than improve the edge.

I do palm strop my DE blades (and sometimes straights) and that does seem to prolong the blade's life.
 
Perhaps a particularly skilled user might be able to true a blade that way but it seems rather like starting a fire with a bow drill, sure it’s possible but requires time to learn, regular practice to maintain and at the end of the day… rather obsolete.

Given the great depression was so long ago, why would you bother trying to sharpen razor blades in this day and age when blades are so plentiful and cheap today?
Maybe it belongs "IN A MUSEUM!!!!!" (or a collection:))
