I think they achieved that by default. British cars were notoriously unreliable, that's why people started buying Beemers and Audis. Much of the manufacturing world we have now is in this region, and was still planting rice in the 50s. Japanese made was still considered cheap shit. The Americans were busy selling stuff to themselves, and guns, planes and tanks to anyone else.

Thatcher and Reagan were IMO, solely responsible for the divesting of government interest in national infrastructure and industries, with their privatisation and market-led, trickle down politics. Fed a lot of people and industries to wolves that got extremely rich, I think.
